THE SHORT ANSWER
Yes. The book contains all 150 Psalms in the NBV21. The 21 moments of prayer are a separate guidance process by Nikolaas Sintobin for selected psalm texts; the number 21 does not limit the Psalm collection.
Two numbers for two types of content
For book names with a number, it is wise to check the content. Here 150 indicates the size of the Bible text and 21 the number of guided moments. You can therefore also look up a psalm outside the trajectory. The book is a book of Psalms and not a complete Bible.
The supervisor is not a new Bible translator
Nikolaas Sintobin made the Ignatian accompaniment. The psalm text remains the NBV21. That distinction helps you choose: do you want to read a particular translation, try a guided way of praying, or both? A regular NBV21 also includes the Psalms, but not automatically this accompaniment.

No mandatory calendar
Twenty-one moments are not the same as a fixed period of three weeks. You can stay with one text longer.
